Benin tabled voluntary pledges and commitments in support of its candidacy for membership for the period 2011-2014 on 13 May 2011.
At the national level, Benin made commitments to: implement a national torture-prevention mechanism (NPM); ratify the Second OP to the ICCPR (abolition of the death penalty); implement measures to improve living conditions and promote policies on health, food, clothing and education; and combat violence against women.
At international level, Benin pledged to: follow-up on GA resolutions concerning the International Year of human rights learning and the UN Decade for human rights education; and ratify the CRPD and the CPED.
An analysis of steps taken by Benin in fulfilment of its pledges made at international level shows that Benin has indeed ratified both the CRPD and the second OP to the ICCPR (both in 2012), but has only signed (not ratified) the CPED. For those treaties to which Benin is Party, it tends to submit its periodic reports either late or not at all.
