Voting record

Since it first became a member of the Council in 2006, Gabon has voted (in the absence of consensus) in favour of most resolutions tabled under item 4 (situations that require the Council’s attention). It has either abstained or not voted during votes on country-specific resolutions under item 2 (e.g. Sri Lanka). Notwithstanding, it joined consensus on a 2015 item 2 resolution on the situation of Rohingya Muslims and other minorities in Myanmar. For item 7 resolutions (human rights in the Occupied Palestinian Territories), Gabon has usually voted in favour, with the exception of a number of texts on the occupied Syrian Golan (Gabon abstained). On item 10 resolutions (capacity-building), Gabon has joined consensus on all resolutions except for three that were voted on during the period of its membership: on cooperation with Ukraine (Gabon abstained twice); and on the situation in the Democratic Republic of the Congo (Gabon voted in favour). For thematic resolutions dealing with civil and political rights, Gabon has generally joined consensus. Where there has been a vote, Gabon has nearly always voted in favour. The exceptions are: 2011 and 2014 votes on resolutions on sexual orientation (Gabon voted against); and various resolutions on the effects of terrorism, on the integrity of the judicial system, on religious discrimination, on defamation of religions, and on religious intolerance (Gabon abstained). For thematic resolutions dealing with economic, social and cultural rights, Gabon has either joined consensus on, or has voted in favour of, nearly all adopted texts. Notwithstanding, in 2011 it abstained during a vote on the renewal of the mandate of the Independent Expert on the effects of foreign debt.

The majority of the document presents Gabon’s general legal and policy framework for the promotion and protection of human rights and expresses its broad commitment to universal norms. The number of actual pledges and concrete commitments for future action are very small – only 4. None of them are ‘specific, measurable and verifiable.’
