How to use it ?
The Council Member Performance Tracker (CMPT) is designed to promote transparency and strengthen accountability by measuring United Nations Human Rights Council (HRC) member states’ performance against the required standards of membership as set down in UNGA resolution 60/251, and against the voluntary standards of membership to which they have pledged themselves.
The CMPT website provides information on all 95 current and former member states of the HRC. To access the information, select a (current or former) HRC member state from the map above, or from the menu bar (Member Performance).
For more on the objectives of the CMPT website, see the About Us section.
What people say about it ?
“As stipulated in GA resolution 60/251, Human Rights Council members are required to uphold the highest standards in the promotion and protection of human rights and to fully cooperate with the Council. In this sense, new tools, like the one proposed here, merit every consideration.”Joachim Rücker, President of the Human Rights Council, Ninth Cycle (2015)
“HRC elections should be genuinely competitive, with candidates judged on merit and according to the criteria in UNGA resolution 60/251. CMPT is an excellent tool to help advance that objective.”Dr. Nazila Ghanea, Associate Director of the Oxford Human Rights Hub
“Council members have an obligation to uphold the highest standards of human rights, and to cooperate fully with the Council and its mechanisms. All too often, however, the reality falls far short of these commitments. Tracking member states’ performance, via tools like the CMPT and HRW’s votescount, is an important means to promote accountability, and enhance the Council’s credibility.”John Fisher, Geneva Advocacy Director, Human Rights Watch
